The admissions campaign has officially ended in Russia: universities have published the full lists of those enrolled in state-funded places. This year, participants in a special military operation (SVO) and their children could enter using benefits – according to a separate quota, for which at least 10% of the total number of budget places in each direction was allocated. The Ministry of Education and Science states that universities enrolled about 1% of first-year students in this way. Kommersant asked educational institutions whether such a benefit was popular.

By August 9, all Russian universities published orders for admission to state-funded places. This year, 626,278 state-funded places were allocated to higher education (taking into account the annexed territories). As always, some of them were assigned to privileged categories of citizens. But at the end of 2022, a new “special operation” benefit was prescribed in the law “On Education” – at least 10% of the total budget places in each area of ​​training. Heroes of Russia and persons awarded three Orders of Courage, as well as their children, can enter without entrance examinations; Exams are also not needed for children whose parent died or was injured or seriously ill during SVO.

Children of other participants in the special operation can choose whether to enter on the basis of internal university exams or on the basis of the results of the Unified State Examination.

The Ministry of Education and Science of the Russian Federation provided Kommersant with federal statistics: “During the admission campaign-2023/24, 6659 people (participants of the SVO and their children) were enrolled as part of a separate quota, of which 5448 people were enrolled based on the results of entrance examinations conducted by the organization independently, 1211 people were enrolled without entrance examinations. The agency also noted: “Out of more than 6,000 people enrolled under a separate quota, almost 90% of those enrolled are children of SVO participants.” Thus, the number of seats occupied by such a quota was only 1% of the total.

Kommersant asked the rectors of a number of universities whether this benefit was popular. RUDN University Vice-Rector for Organization of Reception Natalya Chesnokova told Kommersant that 49 people took advantage of it, and more than 100 places allocated for SVO participants and their children were not filled and moved to the general competition. SUM Rector Vladimir Stroev noted that the introduction of such a quota did not affect the picture of admission in the general competition, “because they took few places (according to the quota.— “b”), and there wasn’t a big influx of people who wanted to.” According to him, 28 places returned to the general competition. Nevertheless, in one of the areas it was necessary to hold a competition within this quota: for “Advertising and Public Relations” documents were submitted by more students eligible for the benefit than were allocated places. “As a result, an applicant with a higher score passed,” said the rector of the SUM.

800 people entered the universities of St. Petersburg under such a quota for the budget, said Alexei Demidov, chairman of the council of rectors of universities in St. Petersburg and the Leningrad region. This is 3% of the 29,000 first-year students. In addition, about 2% of all applications were received from residents of the Luhansk, Donetsk, Zaporozhye and Kherson regions.

At the North-Eastern Federal University (Yakutsk), the percentage of applicants for a separate quota is 2.16% of the total. Perm State Research University accepted 22 such applicants (less than 1.5%). Blagoveshchensk State Pedagogical University enrolled ten children of SVO participants, which is about 2% of state-funded places. In Amur State University, the number of quota workers was 2.7%, in Udmurt University – 1.75%, in Novosibirsk – 2.19%.

This year, 41 people entered the Dagestan State University under a special quota – this is 4% of the total number of enrolled, Kommersant was told in the press service of the university. However and. DSU vice-rector for educational activities Aziz Gasangadzhiev considers it “illogical” that the benefit is valid only for full-time education. “There should be the possibility of admission to the correspondence form. Many choose her because of the need to work and provide for their families, if the man in the family died in the SVO,” notes Ms. Gasangadzhieva.

But in Nizhny Novgorod universities, the privilege was noticeably popular.

Irina Zvereva, head of the department of the Ministry of Education and Science of the Nizhny Novgorod Region for interaction with universities, said that their quota in the region was filled by 15%. Also, Ms. Zvereva noted that those who applied for it “had quite a lot of confusion due to different forms of certificates.” “Some forms were approved by the Ministry of Defense, others by the Ministry of Education and Science of the Russian Federation. Sometimes it was difficult for an applicant to quickly bring a certificate not only from the military registration and enlistment office, but also from the military unit, confirming that the father was not only a contract soldier, but was also taking part in a special military operation, ”she complained. Also, Ms. Zvereva noted that the department received “many applications regarding the admission of brothers, sisters and other relatives of the participants in the NWO,” and they had to explain that such a benefit does not apply to them.
