Parliamentarians propose guaranteeing children with disabilities rest in summer camps

They want to allocate at least 10% of the seats

A group of senators and deputies of the State Duma proposed to make summer health camps more accessible for disabled children and children with disabilities. If the draft law submitted by them is adopted, children’s recreation organizations will have to allocate at least 10% of places to such children.

As it became known to “MK”, ​​the purpose of the bill is to prevent groundless refusals of summer camps to admit children with disabilities, children with disabilities. The authors of the document note that the number of needy children in this category in Russia is steadily growing and today it is about 2% of the total number of children in the country. And although specialized camps are still preserved in Russia, there are absolutely not enough places in them. And ordinary camps often refuse to accept them to the camps, so these guys are forced to spend the summer at home. The state cannot properly respond to this injustice, and this is due, first of all, to the lack of legal regulation in this area.

The draft federal law establishes the concept of inclusive recreation for children with disabilities, as ensuring equal access to recreation and health improvement for children with disabilities and children with disabilities together and on an equal footing with children who do not have such problems. It is assumed that inclusion will be ensured through the annual allocation of places for “special” children in children’s camps in the subjects of the Federation. At the same time, a specialized body of the region will maintain and approve a register of children’s recreation organizations. Only those camps that fulfill all the requirements established by law, in particular, ensure the safety of their stay, conditions for storing medicines and specialized medical food products, will be able to provide first aid and medical care to children, will be able to enter it.
