At first, across the country, thousands of parents did not sleep, sitting with a stopwatch in their hands, in order to choose a school and enroll in the first grade at exactly 0.01 am on April 1. Naturally, the site hung. After two days of fighting with the electronic form of registration, many found out that there were a lot of errors in the documents filed for the child from the kindergarten and other departments. Of course, the electronic system does not read such future first-graders and does not write them down anywhere. After the deputy of the State Duma Irina Filatova, due to a similar mistake (Alena through the letter “e”), could not enroll her daughter in school, they began to deal with the problem at the Duma level. The situation with the electronic recording was promised to be taken under personal control by the chairman of the Duma Committee on Education Olga Kazakova and the Committee on Information Policy Alexander Khinshtein.
If in large cities parents are angry, trying to get through the state site, and crowds besiege schools and MFCs, then in the outback, complete bewilderment reigns.
– In our village, 8 people go to school, and even fewer go to our local school, 5-6 think to enroll, – says the village teacher Valentina. Why do we need this email? And so we know all the students and teachers one by one …
But even having won the recording form, parents are in no hurry to relax. The other day there were scandals in the Rostov region, in Yekaterinburg, where hundreds of children could not get into the 1st class near the house. They claim that one night on the eve of the opening of the record, their numbers in the queue moved back a hundred or more positions back. Officials explain that all the seats in front of them were taken by beneficiaries.
– This is a very strange situation, because children living in the territory assigned to the school are also “beneficiaries”, children with a priority right to enter, says lawyer Stanislav Popov. – But there are subtleties. The children of police officers, military personnel, judges, prosecutors do have the right to receive early admission. But only if it is a boarding school located at the place of registration. In ordinary schools, they have the first right, but there is a remark – “subject to availability.” Now children of SVO participants have been added to this category of benefits. Children whose older brothers or sisters are already studying there, or who live in the territory assigned to the school, have the priority right to enroll in school. In some regions, there are still local laws, for example, on the priority admission of teachers’ children. There are schools, admission to which is carried out on a competitive basis. Founders have the right to introduce entrance examinations and rely on their results for admission.
But not only the territorial principle of admission to the 1st grade is lame in our country. Recently, the law on benefits for “full brothers and sisters” who go to the same school has also failed. The federal law, adopted in 2019, did not take into account the situation of consolidation of schools, when 2-3 school buildings and more can be listed under one number. And the buildings can be scattered in various parts of the city. These are different schools, which officials, according to one principle known to them, merged into a school holding (and they still have several kindergartens). Muscovite Evgenia faced the situation when they try to enroll the youngest child in the distant corps.
– My eldest went to the 5th grade to a school near the house, and the youngest left the kindergarten. Of course, I enrolled her in our favorite school, on the state portal. I see the address is completely different. And yes, it turned out to be building number two. We have to go there five stops by metro or more than an hour by land transport to get there. I am terrified. I’m a doctor myself, I have to be at work early in the morning. I expected that the elder would take the little one away, bring it, the school is in our yard. Now I don’t even know what to do…
As MK managed to find out, today such a decision is absolutely legal. And whether the little sister gets into the same school building as her brother is up to the school administration to decide.
