New rules, according to which mobile operators will be able to temporarily disconnect from the network, have been developed by the Russian Ministry of Digital Development. Prepared by the Ministry bill posted for public discussion on the portal of draft regulatory legal acts.
Currently, in accordance with the Law “On Communications”, the main condition for suspension of the provision of services by the operator is failure to pay money within the terms established by the contract. And if the payment is not received within six months, the operator can permanently disconnect the subscriber.
As explained in the press service of the ministry, the new rule applies to those suspected of crimes, mainly economic, for example, fraud. We are talking about citizens whose property, including money, was seized. This applies, in particular, to money that the offender subscriber deposited into the account before he came to the attention of the investigative authorities.
Currently, such cases are not defined by law, and the operator is obliged to continue to provide the service, even if the funds are seized, and transactions with money transferred to the phone as an advance are suspended.
If the relevant law is adopted, the new rule will come into force on September 1 next year.
