Both a citizen mobilized by mistake and “any other person” can complain about violations. The resource also has a page for signing up for volunteers for those who have not received a summons.
“The service is intended for mobilized citizens who have grounds for deferment, but were mobilized anyway,” the State Services website says (the complaint form is available through Max’s bot). The received applications will be transferred to the draft commission of the region, where the mobilized citizen is registered.
The Volunteer Enrollment Form states that those wishing to serve in this order do not need to be in the reserves or have military service experience. “For admission to a volunteer detachment… Military service or military training has been completed, or a citizen is engaged in shooting sports, is a member of a hunting organization, a Cossack community, or served in a law enforcement agency,” the website says.
As Kommersant found out, after the announcement of partial mobilization in Russia, Russian deputies of all levels regularly receive complaints about violations committed during this process. Most of the appeals concern situations when citizens who do not meet the criteria declared by the Ministry of Defense were erroneously called up for military service.
