The Bryansk Department of the Federal Antimonopoly Service (FAS) conducted an inspection of six electronic auctions for the provision of security services to educational institutions in Bryansk. All six auctions were canceled due to non-compliance with safety requirements.
The terms of reference, the FAS reported, stated that educational institutions require one security guard. “One security guard cannot simultaneously monitor security both inside the facility and in the adjacent territory,” says the FAS message, which cites “RIA News”.
In addition, the description of the procurement object does not include requirements for the actions of security guards when allowing unauthorized persons to pass through. The FAS added that customer officials who are responsible for drawing up technical specifications will be held administratively liable.
On the morning of December 7, a shooting occurred in Bryansk gymnasium No. 5. A 14-year-old eighth-grade student walked into biology class, opened fire, and then committed suicide. As a result, one schoolgirl died and five more children were injured.
The schoolgirl was able to bring a Bekas-3 pump-action shotgun in a tube to school because the metal detector frames were turned off. In connection with what happened to the director LLC “PRO Agency Escalibur”, guarding the gymnasium, as well as security guard schools were accused of providing services that did not meet safety requirements. The deputy director of the gymnasium is also facing charges of negligence.
