The Ministry of Economic Development of the Russian Federation responded to complaint, sent to Prime Minister Mikhail Mishustin on behalf of 4.7 thousand victims of the filling of the Irganay hydroelectric power station in 2008, and at the request of State Duma deputy Sergei Shargunov on the same topic. The essence of the response comes down to a short wording: there will be no money in the budget for the payment of compensation in the next two years, but the documents can be drawn up.
Residents of several villages in the Untsukulsky and Gergebilsky districts of Dagestan, affected by flooding during the construction of a hydroelectric power station in 2008, have been unsuccessfully trying for many years to receive compensation for housing and gardens lost as a result of flooding.
Back in March last year, the Moscow City Court obliged the government of the republic to eliminate the violations committed in the process of registration of compensations to the victims. In February 2023, the government of the republic finally sent a budget request to the Ministry of Economic Development.
The requested amount for compensation for lost profits and for individual residential buildings amounted to about 9 billion rubles.
The lists of victims have been coordinated for 12 years, but until now the responsible authorities have not been able to complete the work.
The Dagestanis who turned to the prime minister complained that the Russian Ministry of Economic Development and the government of Dagestan were sabotaging work to resolve the issue.
State Duma deputy Sergei Shargunov, who is dealing with the case of the Irganays, also sent a second request to the Deputy Chairman of the Government of Russia Alexander Novak. He pointed out that the claims of the Ministry of Economic Development regarding the lack of materials on the lists in terms of lost profits are unfounded – lists for this type of compensation are not required. As for the second type of compensation, there were no written claims from Moscow to Dagestan on the lists, and attempts to get in touch with representatives of the ministry for three months did not produce results. Mr. Shargunov asked to pay compensation for lost profits in the coming year, for which the Ministry of Economic Development has no claims.
In the response to the deputy, signed by Deputy Minister Sergei Nazarov, the list of comments on the documents received from Dagestan ends with a reminder of the position of the Russian Ministry of Finance: budget allocations for compensation payments in 2024–2025 are not provided, and “the measures being developed should not lead to an increase in federal budget expenditures” .
Today, the representative of the victims, lawyer Marina Agaltsova, received a response from the Ministry of Economic Development to a collective complaint addressed to the prime minister (Kommersant has copies of both documents). It duplicates the main points from the answer to Mr. Shargunov: the issue of payment of compensation can be considered after the elimination of shortcomings in the documents, but there is no money for payment in the budget.
“I think that the main reason for such answers is not the quality of the documents, but the position of the Ministry of Finance that it is impossible to increase federal budget expenditures,” Marina Agaltsova commented on the answers of the Ministry of Economic Development.
The victims, Ms. Agaltsova said, will seek to ensure that the Ministry of Economic Development and the government of Dagestan finally organize a meeting to clarify the issues that have arisen. “So far, the Ministry of Economic Development, as they say in the Dagestan government, has not even submitted official written comments on the application,” the lawyer says. “And authorized employees of the federal ministry do not respond to calls and letters from Makhachkala to clarify the situation.”
