The New People party has submitted bills to the government for review, excluding criminal and administrative liability for discrediting PMCs outside the combat zone. Vice speaker of the State Duma faction deputy Vladislav Davankov said that the proposed amendments to the Criminal Code had also been submitted to the Supreme Court for review.
According to him, the laws contain vague language, according to which an unlimited number of persons can be held accountable. According to Mr. Davankov, “this does not mean that in civilian life, PMC fighters should have some kind of legal immunity or inviolability.”
“Punishment under Art. 20.3.3 of the Code of Administrative Offenses – a fine of up to 50 thousand rubles, and according to 207.3 of the Criminal Code – up to 15 years in prison. So that there is not even a theoretical possibility to punish people for calling Prigozhin and other rebels criminals, we propose to correct these two articles, ”he explained.
In March, President Vladimir Putin signed a law according to which discrediting participants in a military operation, including those from volunteer formations, is punishable by imprisonment for up to seven years. Kremlin explainedthat this rule also applies to PMC “Wagner”, which refers to such formations.
On June 23, PMC founder Yevgeny Prigozhin announced the start of a “march of justice” against Moscow, and by morning his fighters occupied military facilities in Rostov-on-Don. By the evening of June 24, the press service of Alexander Lukashenko reported that he agreed with the founder of PMCs on the settlement of the conflict: PMC fighters went to field camps.
