“New People” proposed abolishing fines for likes on the Internet – Kommersant

Vice Speaker of the State Duma and deputy from the New People party Vladislav Davankov introduced a bill to abolish fines for likes and reactions under publications on the Internet. The document is referred to by the RIA Novosti agency.
“The bill proposes to supplement articles of the Code of Administrative Offenses of the Russian Federation 20.3.1. and 20.3.3., that the actions provided for in these articles cannot be recognized as expressions of emotions in the form of tagging publications on social networks in order to hold citizens accountable,” according to the explanatory note to the bill.
According to the author of the bill, protecting Russia’s interests should not go beyond the limits of adequacy, and fining people for likes in the regions by 30 thousand is “overkill.” The government did not support this bill.
In 2018, the Supreme Court ruled that when imposing punishment when posting materials on the Internet, it is necessary to take into account the totality of all the circumstances to determine whether there was intent to incite hatred or hostility. Thus, the Supreme Court decided to make decisions taking into account the circumstances of a particular case.
In 2023, Roskomnadzor added 529 thousand pages to the register of prohibited information. This is 10% less than in the previous year, when 587 thousand materials were blocked. The department reported that most of the blocked content is related to fakes about SVO, extremism and propaganda of drugs and gambling.
