“New People” introduced a bill to halve fines for businesses

“New People” have submitted to the State Duma a bill to halve fines for entrepreneurs under 17 articles of the Code of Administrative Offenses, said faction leader Alexey Nechaev. According to him, it would be better for enterprises to invest this money in their development and increase in wages.

According to the bill, a two-fold reduction in fines is provided for in the following articles:

• 5.27 (violation of labor laws),
• 6.3 (violation of legislation in the field of ensuring sanitary and epidemiological welfare of the population),
• 7.32 (violation of the procedure for concluding or changing the contract),
• 16.2 (non-declaration or false declaration of goods),
• 16.16 (violation of the terms of temporary storage of goods),
• 16.19 (failure to comply with customs procedures).

It is also proposed to exclude the punishment in the form of suspension of activities for individual entrepreneurs and legal entities under Articles 17.7 (failure to comply with the requirements of the prosecutor, investigator, inquiry officer or official conducting proceedings on an administrative offense) and 18.15 (illegal employment of foreigners or stateless persons).

“If we need economic independence, it’s time to get behind the entrepreneurs and let them do their thing in peace. Sanctions and high interest rates on loans are significantly hitting business,” Mr. Nechaev explained to TASS.

Prime Minister Mikhail Mishustin saidthat the number of business inspections in Russia in 2022 has decreased to a historical minimum. According to him, a third of the inspections affected small and medium-sized businesses. By data Ministry of Economy, since the beginning of 2023, the number of business inspections has decreased by 15%.
