State Duma Deputy Sergei Gavrilov clarified the number of morning glory tricolor flowers that will trigger administrative and criminal liability for dacha owners. Earlier it became known that this plant, which often grows randomly in garden plots, is included in the list of containing narcotic or psychotropic substances.

According to Gavrilov, if at least 10 morning glory flowers are found on a citizen’s garden plot, “regardless of the stage of development,” the individual will face arrest for up to 15 days or a fine of up to 5 thousand rubles. Criminal liability will arise if there are at least 100 flowers on the site, in which case the punishment will be up to two years in prison. It will also be a criminal offense to “possess or receive even 3 grams of morning glory seeds,” the deputy added.

The people’s representative called on Russians to be vigilant, since responsibility will arise, among other things, for failure to take measures to destroy wild morning glory and other plants from the specified list.

Deputy Gavrilov noted that it is not yet clear “who and how will identify the grown morning glory plants.” He assumes that authorized persons from among representatives of municipalities and housing offices will monitor the sites. The parliamentarian also counts on the consciousness of citizens. According to him, SNT boards could be involved in the process, and inspections could be carried out at the request of citizens.
