Muscovites can legalize the redevelopment of the apartment until the end of 2023

In Moscow, until December 31, 2023, the moratorium on the imposition of fines upon legalization by the owner of an already made redevelopment has been extended. This was announced by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Pyotr Biryukov.
By law, the owner of the premises, before proceeding with the global reconstruction of his apartment, is obliged to coordinate the planned redevelopment in the Moscow Housing Inspection. However, in fact, many either do not know about it, or “forget” to get a work permit. And subsequently, violators have to spend time and money on bringing the premises to their original form or paying a fine by a court decision.
However, before the end of the year, Muscovites have the opportunity to legalize the redevelopment that has already been done, which has not been agreed with the Moscow Housing Inspection. This also applies to changes affecting the facade of the building.
“From August 21, 2020, the approval of the reconstruction and redevelopment in Moscow has been completely transferred to an electronic format. Citizens do not need to personally contact the My Documents public service centers, and legal entities do not need to contact housing inspections in administrative districts. You can apply online on the official website of the Mayor of Moscow, where registration data, terms of service provision and the decision made will be available,” said Pyotr Biryukov.
A technical opinion on the admissibility and safety of the work carried out must be attached to the application for drawing up an act on redevelopment. And if the changes affected the facade of the building, you will also need to provide documents on obtaining consent to the redevelopment of other owners of the premises, approved at the general meeting of owners.
For those who are just going to make repairs, before proceeding with the redevelopment of the apartment, it is useful to familiarize yourself with types of workrequiring prior approval from the Moscow Housing Inspection. At the same time, it is worth remembering that in any case it will not be possible to agree on some types of redevelopment, since they are illegal. This, for example, concerns the demolition of load-bearing walls, the dismantling of a ventilation duct or the arrangement of an additional window.
The amount of the fine for illegal redevelopment:
– for individuals – from 2000 to 2500 rubles;
– for officials – from 4000 to 5000 rubles;
– for legal entities and individual entrepreneurs – from 40,000 to 50,000 rubles.
