A ban on the use of foreign driver’s licenses and new rules for passing exams in the traffic police, updated rules for installing cameras, one-day OSAGO policies, a ban on the use of studded tires in the summer, further tightening of traffic rules and the Code of Administrative Offenses. What exactly will come into force

2nd of March will earn law, allowing you to issue an MTPL policy for a period from one day to three months. Such policies will be convenient for those who use the car periodically or if the car needs to be re-registered to a new owner without further use. The insurance becomes effective three days after registration. The price of such policies is not yet known, but most likely it will be more expensive than the annual policy in proportion (in other words, the daily policy will be more expensive than 1/365 of the price of the annual policy).

April 1 changes will take effect to the Law “On Road Safety”.

  • Foreigners will be able to use foreign driving licenses for a year after receiving a residence permit or Russian passport, after which they need to obtain Russian driving licenses. An exception has been made for citizens of Belarus.
  • Citizens of the Russian Federation will be able to use foreign rights within a year from the date of their last entry into Russia (if a citizen entered before April 1, 2024, then a year is given to exchange the certificate, that is, until April 1, 2025).
  • If categories M, A, B, subcategories A1, B1 are open in foreign rights, then to obtain Russian rights it will be enough to pass the “theory”.
  • If categories C and D are open in foreign driving licenses, then you will need to undergo training and pass an internal exam at a driving school, and then pass an exam (“theory” and “city”) at the traffic police.
  • Violation of the rules (if a foreigner or Russian continues to drive with a foreign license) is fraught with a fine of up to 15 thousand rubles. according to Art. 12.7 Code of Administrative Offences.

A number of other amendments are also being introduced.

  • Citizens who do not have experience (minimum one year) driving a car or truck will no longer be able to open a bus category (D).
  • Drivers who have both categories B and CE (passenger car and truck with trailer) open at the same time will automatically, without passing exams, receive the right to drive a passenger car with a trailer (category BE). Must have at least one year of driving experience.
  • Citizens who never had a license or were deprived of a license and who nevertheless got behind the wheel drunk (or refused to be examined) will be prohibited from taking the exam at the traffic police. The ban will be in effect for one year after the expiration of the period of deprivation of rights.

June 1st will earn a seasonal ban on the use of studded tires in the summer, it is written in application to the traffic rules and will be valid until September 1 (it does not apply to winter Velcro). Art. 12.5 of the Administrative Code provides for a fine of 500 rubles. for this violation. A similar ban on the use of summer tires in winter applies in December-February.

September 1 the changes will work to the Law “On Highways”.

Traffic cameras will only be allowed to be installed in the following places:

  • on roads with dedicated lanes;
  • on an emergency hazardous section of the road;
  • at automatic weight and dimensional control points;
  • in road works where temporary restrictions have been introduced;
  • at pedestrian crossings;
  • in places where parking or stopping is prohibited;
  • at intersections;
  • in places determined by the traffic police when exercising control (supervision).

With the new law, a rule will come into force according to which outside the city the camera control zone should begin no earlier than 150–300 m after the “Photo and video recording” warning sign, in a populated area – no earlier than 100 m after the sign.

If these rules are violated, the fine issued from the camera can be canceled; the traffic police will be able to do this independently, without a citizen’s complaint or the intervention of the prosecutor’s office (this option will be recorded in the Code of Administrative Offenses).

September 1 will come into force amendments to the Code of Administrative Offenses, according to which fines for non-payment of travel on regional toll roads (Moscow High-Speed ​​Diameter, Bagration Avenue, Western High-Speed ​​Diameter, Mytishchi Expressway, toll sections in the Pskov region, toll bridges, etc.) will be established by the regions by their own laws. The current fine, written in Art. 12.21.4 of the Code of Administrative Offenses (1.5–5 thousand rubles), will be applied only on federal toll highways – Central Ring Road, M-12, M-4, M-11, etc. The amount of regional fines is still unknown, it will be approved in subjects later. It is not yet clear whether it will be more or less than the federal one.

What will be discussed

Discussion of the proposal proposed by the Ministry of Transport will continue ban exceed average speed. Previously, the traffic police fined people for this violation, but stopped in 2021 due to legal gaps that prevented the continuation of this practice. To solve the problem, the Ministry of Transport proposed amendments to the traffic rules and the Code of Administrative Offenses (the latter have not yet been published). The Ministry of Internal Affairs has already spoke against the return of fines.

The State Duma, apparently, will pass a law allowing cars to be registered with the State Traffic Safety Inspectorate without registration of compulsory motor liability insurance. Amendments accepted in the first reading in November 2023.

The Ministry of Internal Affairs will finalize the new regulations for passing driving exams, which should come into force on April 1. The main innovation is the ability to receive 7 penalty points for errors in the practical exam (currently a maximum of 5 is allowed).

The authorities will prepare a portion of regulations to strengthen control over personal mobility devices (PIM), this is provided for by the government “road map”. Changes to the Code of Administrative Offenses will strengthen sanctions for violators on electric scooters. Today they can receive a maximum fine of 1.5 thousand rubles, new sanctions have not yet been approved, we are still talking about the draft amendments of Senator Artem Sheikin, which have not yet been submitted to the State Duma. SIM users will also be required to stop at the request of the traffic police and undergo a medical examination for intoxication, in addition, all devices will need to be registered in a unified federal register (similar to the registration of cars with the traffic police) – this will be recorded in the package of changes to the traffic rules. The draft amendments have not yet been submitted for public discussion.
