The Commissioner for Human Rights in Russia, Tatyana Moskalkova, visited 119 Ukrainian military personnel in captivity. Her Ukrainian colleague Dmitry Lubinets visited 119 Russian prisoners of war who are being held in Ukraine. According to Tatyana Moskalkova, Russian military personnel sent letters and video messages for relatives.

In Ms. Moskalkova’s post in Telegram it is said that she spoke personally with each of the Ukrainian soldiers. The ombudsman attached photographs to the message, in one of them she is handing religious literature to two servicemen, in the other she is handing a bag to a soldier (the contents are unknown).

“Their conditions of detention and medical care comply with international standards,” she noted. According to her, many of the prisoners said that they were given the opportunity to call relatives by phone.

Dmitry Lubinets on the social network Facebook (owned by Meta, banned and recognized as extremist in the Russian Federation) reported that Russian soldiers are being held in conditions that comply with international law. “Every prisoner of war is well-fed, provided with hygiene products, has the right to work and the opportunity to walk,” he wrote. He attached to his post the same photographs with Ukrainian soldiers as Tatyana Moskalkova.

The last time Russia and Ukraine exchanged prisoners was on July 6, 2023. Then the Ministry of Defense announced the return of 45 Russian servicemen from Ukrainian captivity. Prior to this, 94 captured Russian soldiers returned to Russia in June. In October 2023, the head of the DPR, Denis Pushilin, said that the number of Russian soldiers in captivity exceeded 500 people. In June 2022, Russian Defense Minister Sergei Shoigu reported that 6,489 Ukrainian soldiers were captured. Since then, the Russian Armed Forces have repeatedly announced the capture of Ukrainian Armed Forces soldiers.
