Russian human rights ombudsman Tatyana Moskalkova said she had proposed allowing Russian citizens to obtain internal passports from Russian embassies and consulates abroad.
“Of course, this is difficult for people. Firstly, today the logistics are broken. And secondly, it is very expensive. And we turned to the Ministry of Foreign Affairs and the Ministry of Internal Affairs in order to consider the issue, there, directly in our consulates, to provide an opportunity to obtain a passport, ”said Tatyana Moskalkova “RIA News”.
According to the current legislation, it is possible to issue and receive an internal Russian passport only on the territory of Russia. Representative offices of Russia abroad can only issue international passports.
