Moskalkova announced the overcrowding of women’s pre-trial detention centers – Kommersant

Russian Ombudsman Tatyana Moskalkova said that in the regions of Russia, many pre-trial detention centers where women are kept are overcrowded. According to her, in Russia, defendants are often put in jail for no good reason. She called for a reduction in the number of people suspected of “minor crimes” being sent to a pre-trial detention center and for a specific period of detention.

According to the data cited by Tatyana Moskalkova, the women’s pre-trial detention center No. 6 in Moscow is designed for 892 people, while 900 women are serving sentences there. Of these, 181 have been in custody for more than 1.5 years. 11 women sent to the pre-trial detention center are pregnant. “In total, more than 7,000 women with children were taken into custody in Russia in 2022,” Ms. Moskalkova said at a plenary meeting of the Federation Council, reports “Parliamentary newspaper”.

On June 6, at a meeting of the constitutional committee, Tatyana Moskalkova said that detention centers were overcrowded in 23 regions of Russia, including Moscow. Since the beginning of 2023, the Ombudsman has received 61 appeals from citizens who have been in a pre-trial detention center for more than six months, 11 appeals from those in custody for more than a year. In total, 110,000 people are kept in pre-trial detention centers throughout the country, of which 10,000 are women and 700 children. In August 2022, the Federal Penitentiary Service said that Russian detention centers were designed for 118.4 thousand people.

Tatyana Potyaeva, the human rights ombudsman in Moscow, said in March that the capital’s pre-trial detention centers were overcrowded by 17.6%. Some defendants in the cases are sent into custody in neighboring regions, including the Tver and Vladimir regions. In 2021, the limit for those held in a pre-trial detention center in Moscow was 11%, and in 2022 it was 22.6%. Ms. Potyaeva said in December 2022 that in connection with this, people in the pre-trial detention center “sleep in turns.”
