The Basmanny District Court of Moscow arrested in absentia the press secretary of Meta (recognized as an extremist organization in the Russian Federation and banned) Andy Stone, who is accused by Russian security forces of facilitating terrorist activities (Part 2 of Article 205.1 of the Criminal Code of the Russian Federation). Andy Stone later clarified on Twitter that Meta was temporarily allowing forms of political expression that would normally be considered a violation of the social network’s rules, such as violent speech. However, he emphasized that Meta still does not allow the publication of calls for violence against Russian civilians.

On the same day, the Investigative Committee of Russia (ICR) opened a criminal case “in connection with illegal calls for murder and violence against Russian citizens by employees of the American company Meta.” The Investigative Committee then stated that it would give a legal assessment of the actions of Andy Stone and other employees of the corporation. The department considered that their actions contained signs of crimes under Art. 280 and 205.1 of the Criminal Code of the Russian Federation (“Public calls for extremist activities”; “Promotion of terrorist activities”).
