The bill on turnover fines for businesses for the leakage of personal data of customers will be submitted by mid-September, transmits RIA Novosti with reference to the press service of the Ministry of Digital Development.
“The bill on turnover fines for the leakage of personal data is under development and will be submitted in mid-September,” the report says. The department noted that the search for “a compromise with business and the industry” is currently underway.
“The Ministry of Digital Development advocates toughening and strengthening liability for personal data leaks, but the task is not in the fines themselves, additional liability in the form of turnover fines will encourage businesses to invest in the development of information security infrastructure and protection of personal data of users,” the ministry stressed.
At the end of May, the Ministry of Digital Transformation agreed on a bill toughening the responsibility of companies for the leakage of personal data of customers. According to it, a turnover penalty of 1% is introduced. It can also be increased to 3% if the company tries to cover up the incident.

In July, the Ministry of Digital Development announced that it wanted to make fines for the leakage of personal data commensurate with the volume and criticality of the information that got into the network. According to the new version of the bill, fines will be applied in two stages. If a company has leaked data for the first time, then the fine will be fixed, and its size will depend on the amount of information that got into the network. In the event of a repeated leak, the company will have to pay a turnover fine, for which a fixed percentage will be set.
