Mintsifra proposed to increase the period of storage of data on calls from replacement numbers

The Ministry of Digital Development proposes to increase the storage period for data on calls from spoof numbers from six months to a year. About it writes “Kommersant” with reference to the updated version of the draft government decree.

This document approves the requirements for the Roskomnadzor system to control the blocking of calls by operators with number substitution. According to the agency’s initiative, information about calls will be stored not for 6 months, but for a year. It is noted that the decree should come into force in 2023 and be valid for six years.

On July 2, 2021, amendments to the Law “On Communications” were adopted. So, operators were obliged to connect to the system created by Roskomnadzor and transfer information about calls and messages from abroad from substitution numbers to it. In December 2021, a fine of up to 1 million rubles was introduced for non-compliance with these requirements.

It follows from the draft resolution that the Federal State Unitary Enterprise “Main Radio Frequency Center” (GRC) subordinate to Roskomnadzor will become the operator of the system. Mintsifra, Roskomnadzor, telecom operators and law enforcement agencies will have access to the system. It is planned to install call verification nodes on the operators’ communication networks, which will be used in the GRFC. So, the system will collect data on numbers, including those used for call forwarding, date, time of calls, as well as on the transfer of messages.

The source of the newspaper in the telecommunications market believes that there are contradictions in the document regarding the definition of those responsible for storing information about the results of verification. According to him, the version in which the project is adopted will depend on whether the operators will bear the costs. The Ministry of Digital Development explained that the system consists of a central node, interaction nodes and verification nodes. Operators will be responsible for servicing the latter. The rest will be taken over by the GRCHTS.

Despite this, MegaFon still expects that the increase in data storage periods will lead to additional costs for operators. The company has already applied to Roskomnadzor with a request to reduce these terms. Tele2 noted that even 6 months of information storage is redundant with a high-quality system setup. At Rostelecom, MTS, Scartele (Yota brand) and Vimpelcom (Beeline brand) declined to comment. The GRFC also did not respond to the newspaper’s request.
