Mintsifra can negotiate with smartphone manufacturers on RuStore pre-installation

Smartphone manufacturers may start pre-installing the Russian RuStore app store in their factories. The corresponding agreement is planned to be concluded with them by the Ministry of Digital Development of Russia, said Maksut Shadayev, head of the department.
“We hope that we will come to an agreement with device manufacturers, with vendors, to pre-install immediately at the factory,” said the minister (quote according to RIA Novosti). According to him, after opening the devices, they “fly off the warranty” if these are phones that are not imported as part of parallel imports.
Shadayev noted that if an agreement does not come out, then the prices for devices may rise, since retailers “must [предустановку] finance somehow. He added that the department has prospects to negotiate with all device manufacturers and expressed the hope that it will be possible to negotiate with Samsung.
“Given that Samsung is not imported into the country, we suggest that they now provide the ability, when choosing a country, when activating the device, to offer or automatically reinstall these applications,” he said, and cited the example of iPhones on which such a function is available.
August 29 government released a decision according to which the pre-installation of RuStore on smartphones will become mandatory – regardless of the decision of the copyright holder. The application should be updated automatically and saved when resetting the device to factory settings.
The RuStore app store was launched in May 2022 amid sanctions due to the start of a special operation in Ukraine and the removal of a number of Russian apps from the App Store and Google Play. VK is developing it together with other IT companies with the support of the Ministry of Digital Development. RuStore is an analogue of Google Play, it is available only for Android devices.
