Mobile operators that operate in new regions of Russia will receive benefits, said Minister of Digital Development of the Ministry of Digital Development Maksut Shadayev.
“It has already been decided that operators operating in new territories are exempt until 2025 from mandatory spectrum fees and deductions to the universal service reserve,” – said minister at a briefing on the results of the Digital Economy national program for 2022 (cited by RIA Novosti).
Shadayev also announced the allocation of additional frequencies in order “to stimulate competition, so that two new mobile operators appear in new territories.”
Formerly Deputy Head of the Ministry of Digital Development Dmitry Kim suggestedthat the mobile operators MirTelecom and +7Telecom operating in the Kherson and Zaporozhye regions may enter the market of the Donetsk People’s Republic (DPR). Until then, Kim informedthat mobile communications from Russian operators operate in the territories of four new regions of Russia. In particular, the Deputy Head of the Ministry of Digital Development noted, since December 13, 2022, the network of the Donetsk operator Phoenix has been operating MTS. Kim stressed that the department continues to monitor the quality of communication services in four new regions of the Russian Federation.
During a special operation in Ukraine, the Russian military took control of the LPR, as well as most of the DPR, Kherson and Zaporozhye regions. At the end of September, five-day referendums were held in these territories on the issue of joining subjects to Russia. Residents supported the entry of regions into the Russian Federation by a majority of votes.
On September 30, 2022, Russian President Vladimir Putin and the heads of the DPR, LPR, Kherson and Zaporozhye regions signed agreements on the regions joining Russia. On October 4, the Federation Council, following the State Duma, ratified all the treaties, and the next day the head of state signed federal laws on the admission of four new subjects to the Russian Federation.
