Ministry of Education and Science allocates 36,000 state-funded places to universities in new regions – Kommersant

For the 2023/24 academic year, universities located in the Donetsk and Lugansk People’s Republics (DPR and LPR), Zaporozhye and Kherson regions have been allocated 36,194 state-funded places. This was announced by the head of the Russian Ministry of Education and Science Valery Falkov.

“Indeed, this year we have distribution to new territories, new regions for the first time, and in total 36,194 places out of 620,278 places have been allocated,” the Minister of Education said during a press conference on the admission campaign to universities. Valery Falkov recalled that students from new regions can enter higher educational institutions both on the basis of the results of the unified state exam (USE) and the results of entrance examinations established by universities independently.

According to Mr. Falkov, the children of servicemen participating in the Russian military operation in Ukraine will be able to enroll in bachelor’s and specialist’s programs within a separate quota or through a separate competition. In some cases, enrollment of children without the results of the exam is provided. “This year, we will also provide maximum assistance to the children and relatives of those who participate in the special military operation, so that they can enter and get a higher education as comfortably as possible,” he added.

In August 2022, Tatyana Moskalkova, Commissioner for Human Rights in the Russian Federation statedthat students and schoolchildren who arrived in Russia from the DPR, LPR and from Ukraine will receive Russian education on a budgetary basis. The children of the participants in the military operation received benefits when entering universities: a special quota was allocated for them – 10% of the total number of budget places. The data of the children of the participants in the military operation in the lists of applicants to universities was classified.
