Recall that at the end of November 2022, the Governor of the Arkhangelsk Region Alexander Tsybulsky criticized the annual report on the work of Andrei Bagretsov, calling the activities of the head of the department ineffective. The reason for criticism was the failure to meet the deadlines for the construction of a number of sports facilities. Thus, the training arena at the Trud stadium in Arkhangelsk, for which money was allocated from the regional budget, was put into operation almost a year later than the deadline. In addition, the ministry failed to raise federal money for any of the five projects implemented through public-private partnerships. Moreover, as it was stated, educational and cultural facilities in the region are successfully built under concessions, but the Ministry of Sports is the only one who failed this work.

After such an assessment of the work, it became obvious that the minister would soon leave his post. The list of candidates for his place is not yet known.
