Military Commissar of Moscow: they will test digital agendas only after the decision of the Cabinet of Ministers

Test distribution of digital subpoenas for conscription through the State Services can be launched only after the government adopts an appropriate resolution, said Moscow’s military commissar Maxim Loktev.

“Testing of the digital agenda service will begin only after the adoption of the relevant resolution of the government of the Russian Federation,” said Loktev TASS.

Earlier today, Loktev said that the distribution of subpoenas through the State Services in test mode will begin during the spring conscription.

At the same time, the Ministry of Digital Transformation emphasized that there are no grounds for sending subpoenas to citizens of military age through the Gosuslugi portal.

“The adopted law on the digitalization of military records does not indicate that electronic subpoenas will be sent through the State Services. The methods for sending subpoenas still have to be established by the government by a separate act, which has not been adopted, ”the press service said in the Telegram channel.

The ministry emphasized that the law provides for the use of “Gosuslug” only for sending notifications about military registration, the application and lifting of restrictive measures, as well as for accessing information in the register of summonses, which has not yet been created.

On April 14, Russian President Vladimir Putin signed the law on electronic subpoenas for those liable for military service. The adopted amendments provide for the digitalization of the military registration system and make changes to the norms for serving subpoenas – now subpoenas for those liable for military service will be sent in writing and duplicated in electronic form at the State Services. An electronic summons is considered received from the moment it is posted in the personal account on the portal.

Earlier, Andrei Kartapolov, chairman of the Duma Defense Committee, stressed that the new draft rules would not affect the spring conscription that had already begun. The Ministry of Digital Transformation also noted that it would be possible to launch the register in full no earlier than the start of the next autumn call.

The Russian authorities have repeatedly emphasized that the adopted law is not related to mobilization. The Kremlin explained that work to modernize the military accounting system is “absolutely necessary,” since the initial stage of the special operation revealed problems in it.
