Metropolitan five-story buildings put under arms

The structures of the capital’s mayor’s office published a tender worth about 74 million rubles. for services for the protection of apartment buildings demolished under the renovation program. Until the end of 2023, fighters with batons and handcuffs must guard the five-story buildings from which residents were evicted around the clock in Shcherbinka, Kommunarka, Vnukovo and other territories in New Moscow. Previously, the authorities ordered the protection of demolished housing in other areas of Moscow. If, after arming, theft of building structures and other property from the sites is discovered, the contractor must compensate for their cost. However, the expert believes that it is required to protect the buildings, first of all, from migrants who are massively settled in demolished houses.

The tender for the provision of services for the protection of “premises in apartment buildings and residential buildings” demolished under the renovation program was published on the public procurement portal by the prefecture of the Troitsky and Novomoskovsky administrative districts of Moscow. The contractor is expected to organize round-the-clock security posts at houses in Shcherbinka, Kommunarka, the settlements of Desenevskoye, Vnukovo, Kokoshkino. Watchmen at the facilities must have certificates of private security guards, key chains to call the police and special equipment. Their list is established by the Decree of the Government of the Russian Federation No. 587: rubber batons and handcuffs. According to the documentation, the guards of the demolished five-story buildings are not allowed to carry weapons and service dogs. At the same time, mobile groups with fire extinguishers, wire cutters, a nail puller, two gas masks, a fire rope and other accessories are required. It is planned to protect the houses until the end of 2023. Applications for the competition are accepted until March 15, the contract amount is 73.9 million rubles.

The city authorities have previously placed competitions for the organization of the protection of demolished five-story buildings. So, in 2022, a similar tender for 110 million rubles. the prefecture of the North-Eastern Administrative District of Moscow posted on the public procurement portal. In 2021, two similar competitions (for 67.3 million and 77.8 million rubles, respectively) were held by the prefectures of ZAO and SWAO. In addition, the protection of demolished five-story buildings for 69.2 million rubles. in the same year, the councils of the Lyublino and Kuzminki districts ordered. At the same time, the objectives of such activities are not described in the tender documentation. The competition, which is held by the prefecture of TiNAO, only states that security companies must compensate for the cost of building structures and other property in case they are stolen from sites.

Moscow City Duma deputy Sergei Mitrokhin (who was actively involved in countering infill development) faced the problem of looting at construction sites not related to the renovation program. “As soon as the mass resettlement began, someone had things left in their apartments, because not everyone can immediately transfer them. They were kidnapped,” the deputy says, suggesting that the city authorities want to deal with this problem. However, Galina Khovanskaya, head of the State Duma Commission on Ensuring Housing Rights of Citizens, says that the resettled houses “are again inhabited by people, for example, migrants, who cannot be evicted from there later, except perhaps through a court order.” “Although the houses have been declared unsuitable for the population, this does not interfere with migrants. The facts of such “settlement” are massive in the Moscow region,” the deputy emphasized.
