Message from the President to the Federal Assembly

On Tuesday, February 21, the head of state addressed the Federal Assembly with a Message. It was devoted to a special military operation, economic issues, the social sphere, and education. The ceremony of announcing the Message took place in Moscow, in Gostiny Dvor. Please note that this event will not take place in 2022.

“With today’s Address, I am speaking at a difficult time – we all know this very well – a milestone time for our country, at a time of cardinal, irreversible changes throughout the world, the most important historical events that determine the future of our country and our people, when every We have a colossal responsibility,” Vladimir Putin said at the beginning of his speech.

“In the 1930s, the West opened the way to power for the Nazis in Germany. And now they have begun to turn Ukraine into Anti-Russia, a project that goes back to the 19th century. With one goal – to tear off the historical territories, which are now called Ukraine, from our country.

“The more long-range Western systems come in, the further we will be forced to push the threat away from our borders.”

It is impossible to defeat Russia on the battlefield, the president stressed, noting that more and more aggressive information attacks are underway. “We have an obligation to protect our children from degradation and degeneration.”

The head of state thanked the entire Russian people for their courage and determination, noted the security forces, volunteers, fighters, and also apologized that he would not be able to name everyone: “When I was preparing, I wrote a long list of all the heroic units. Then I took it out of the speech – I was afraid to offend everyone I won’t name. ” Then the President asked to honor the memory of the dead with a minute of silence.

Vladimir Putin spoke about the creation of a state fund for targeted support of relatives and friends and the participants of the NWO. Already this year, the foundation’s subdivisions will begin work in all regions of the Russian Federation.

The President recalled the plan for the development of the Armed Forces – work is underway, it should be based on real combat experience. The task now is to launch mass production of new weapons.

About the economy

The West has launched an economic front against us. But nowhere has he achieved anything and never will. As the president said: “Anti-Russian sanctions are a means, and the goal is to make our people suffer.”

It was possible to maintain the stability of the economy, to prevent a deficit and the collapse of the financial system, Vladimir Putin added. Russian business has strengthened ties with reliable partners – and there are many of them in the world.

“Defense is the highest priority, but we must not destroy the economy. We have everything to ensure both security and create conditions for development. We will continue to act in this logic,” the head of state stressed.

Production in the agro-industrial complex is growing, the total volume of grain exports will be about 60 million tons, which 15 years ago “would have seemed like a fairy tale.”

The labor market has not sunk, but has become more comfortable than before. Before the pandemic, unemployment was 4.7%, and now it is 3.7%, which is a historical low, Putin said.

Russia will build new logistics corridors, with special attention to the Trans-Siberian Railway, BAM, and the Northern Sea Route.

It was decided to expand the free gasification program, extending it to hospitals and schools, and for the population it will work on an ongoing basis.

Within 10 years, about 4.5 trillion rubles will be invested in the system of housing and communal services.

Starting in 2023, Russian companies can reduce tax payments by purchasing domestic IT products.

In his speech, the president noted that “Russia does not need to beg for money abroad”, as domestic banks work steadily.

The President addressed Russian businessmen: “Launch new projects, invest in Russia, help schools, universities, culture and sports. And the state and society will certainly support you.” These words caused an ovation.

About elections

Vladimir Putin assured that the elections to local and regional authorities and the presidential elections will be held in strict accordance with the law, in compliance with all democratic procedures.

About education

The President proposed to revise the system of higher education and return to the basic system of training, to the traditional terms of study at universities from 4 to 6 years.

Social support

Since February 1 of this year, maternity capital has been indexed by 11.9%. The President proposed to pay it in the DPR, LPR, Zaporozhye and Kherson regions for children born in 2007 – just as it was once established throughout Russia.

From January 1, 2024, the minimum wage (minimum wage) will be increased by 18.5% and will amount to 19,242 rubles.

250 billion rubles have been allocated for the development of transport infrastructure, and an additional 50 billion rubles will be allocated for the development of public transport in the regions.

About ecology

The task of significantly reducing the amount of emissions was not removed from the agenda – the Clean Air program was extended until 2030. The President also drew attention to the need to continue work on the elimination of garbage dumps.

About foreign policy

Then Vladimir Putin again returned to the foreign policy theme, noting that “our relations have degraded and this is entirely the merit of the United States”, which “began to reshape the world order only for themselves.”

The President announced that Russia was suspending its participation in the Strategic Offensive Arms Treaty.

According to the head of state, the Russian Ministry of Defense and Rosatom must ensure readiness for nuclear weapons tests: “If the United States conducts nuclear tests, then we will conduct them. No one should be under the illusion that global parity can be destroyed.”

At the end of his Address to the Federal Assembly, Russian President Vladimir Putin said: “Russia will respond to any challenges. We are confident in ourselves, confident in our abilities. The truth is with us.”
