Member of the HRC asked not to send prisoners to a colony until the verdict comes into force

At a meeting on the observance of human rights in places of forced detention on Friday, the topic of transferring convicts to a colony before the verdict entered into legal force was raised.
As HRC member Eva Merkacheva reported, she asked the Commissioner for Human Rights, Tatyana Moskalkova, to include this problem in her annual report. FSIN employees explain that they are forced to send people before the sentence comes into force due to overcrowding in the pre-trial detention center. In particular, in Moscow the over-limit of prisoners would be 50% if they were not sent to colonies in advance.
Merkacheva said that this problem could be solved in another way – by reducing the number of arrests in criminal cases. In those cases when convicts are sent “to the stage” in advance, they are deprived of normal medical care and communication with relatives for a long time.
