Dmitry Medvedev, speaking at the International Legal Forum, expressed confidence that the International Criminal Court, which issued the arrest warrant for Vladimir Putin, would cease to exist.

He stressed that since large countries, including the United States, do not recognize the ICC, this court is “a bunch of legally impotent” who were able to prosecute “only a couple of minor political figures from small countries who naturally stayed at home.”

At the same time, it is the United States, according to Medvedev, that is forcing the ICC to prosecute top officials of the Russian Federation. “Of course, there is nothing to be surprised about here, since the one who pays orders the music,” he said, pointing out that this year the overall budget of the ICC has increased by 24 million euros. “It looks like a bribe from the American authorities, which was issued on purpose under anti-Russian cases related to the conflict in Ukraine,” the deputy chairman of the Security Council believes.

According to Medvedev, “the useless ICC will quietly rot” and “die of its lack of demand.” However, a universal international platform that can replace it is unlikely to appear in criminal proceedings – priority will remain with the decisions of national courts.

As for the rest, the current system of international justice, according to DAM, is waiting for a transformation: it will not be possible to create new alternative institutions in the coming years due to the contradictions that are tearing apart the world community. But the emergence of judicial bodies on the basis of regional international organizations, such as BRICS, SCO, etc., is possible.

The competence of these new structures, Medvedev stressed, should be determined by ratified international treaties.
