He noted that the problem of the norms of international law “has always been in their interpretation.” According to the politician, Russia and Western countries have different understandings of “at least two of the seven principles” of the UN Charter: the principle of self-determination of nations and the principle of conscientious fulfillment of international obligations. In the first case, we are talking about the decision of the residents of the DPR, LPR, Zaporozhye and Kherson regions to join the Russian Federation, in the second, about compliance with the Minsk agreements, he specified.

“New negotiations require not so much a unified understanding of the principles of international law as agreement on two legal aspects. Firstly, recognition (or at least tacit acceptance) of the results of self-determination of the people of the former territories of Ukraine, which are embodied today in the internal law of Russia – in its Constitution. And secondly, the development of special international norms designed for the current situation and future international relations,” wrote Medvedev in his Telegram channel.
