Medvedev called the development of new international rules a condition for negotiations

To resume negotiations between Russia and Ukraine, agreement is required on two legal aspects: recognition of the results of referendums in the new four regions of the Russian Federation and the development of special international norms. This statement was made by Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev.

He noted that the problem of the norms of international law “has always been in their interpretation.” According to the politician, Russia and Western countries have different understandings of “at least two of the seven principles” of the UN Charter: the principle of self-determination of nations and the principle of conscientious fulfillment of international obligations. In the first case, we are talking about the decision of the residents of the DPR, LPR, Zaporozhye and Kherson regions to join the Russian Federation, in the second, about compliance with the Minsk agreements, he specified.

“New negotiations require not so much a unified understanding of the principles of international law as agreement on two legal aspects. Firstly, recognition (or at least tacit acceptance) of the results of self-determination of the people of the former territories of Ukraine, which are embodied today in the internal law of Russia – in its Constitution. And secondly, the development of special international norms designed for the current situation and future international relations,” wrote Medvedev in his Telegram channel.

The deputy chairman of the Security Council of the Russian Federation clarified that we are talking about the creation of new international rules that will complement the system of jus cogens norms (an imperative norm, deviation from which is unacceptable. – Approx. “Vedomosti”).

The day before, on January 17, the press secretary of the President of Ukraine, Sergei Nikiforov, in an interview with the Ukrainian edition of Facts, said that Kyiv was ready to resume negotiations with the Russian Federation, if Moscow would comply with the universal principles of international law. In response to the Kremlin remindedthat Kyiv has legally refused to negotiate with Russia. On October 4, Ukrainian President Volodymyr Zelensky signed a document refusing to negotiate with Russia as long as Vladimir Putin is its president.
