Media: Germany and other countries doubt the possibility of allocating 20 billion euros to Kyiv

Germany and other EU countries expressed doubts about the allocation of 20 billion euros in aid to Ukraine, reports Reuters citing diplomatic sources.

In July, the head of European diplomacy, Josep Borrell, proposed allocating 5 billion euros of aid to Kyiv annually through a special fund. According to the publication, the allocation of funds may not take place in its current form. “I won’t say that this plan has failed yet, but it could certainly be improved. Germany has a lot of questions… which is fair enough. We are talking about a lot of money,” said one of the agency’s interlocutors.

Some EU countries believe they will struggle to make longer-term commitments as their budgets dwindle. The three diplomats suggested that it would be easier for the EU to meet its obligations year after year rather than “sign up” for a larger sum for four years at once. Further discussion on the proposal is scheduled for November 14.

The day before, Bloomberg, citing sources, reported that the European Union informed member countries that it is unlikely to fulfill its promise to provide Kyiv with 1 million shells by March 2024. Supply was to be made from existing stocks and then through joint procurement and increased production capacity. So far, only about 30% of the planned amount has been transferred. This issue will also be discussed next week.
