Chairman of the upper house of parliament Valentina Matvienko spoke at parliamentary hearings of the Federation Council on the topic of increasing the birth rate in the country. At them, she proposed exempting large families from paying personal income tax, as well as developing other initiatives.
“It is also worth considering the possibility of expanding tax preferences for large families, including their exemption from income tax,” said Ms. Matvienko. According to her, large families need targeted support.
The chairman noted the need to build low-rise housing “taking into account planning decisions aimed at large families.” The speaker proposed to bring to completion the idea of creating a separate law or presidential decree on the status of large families.
Ms. Matvienko proposed creating a corporate demographic standard that would involve employers in the process of supporting families and help Russians more successfully combine family and career, as well as focus on supporting families with high fertility potential.
“The birth of a child should not lead to a decrease in the standard of living, but, on the contrary, be the beginning of a new, more prosperous stage of life,” emphasized Valentina Matvienko.
The Chairman of the Federation Council called the current demographic situation difficult. According to her, the total fertility rate in Russia continues to decline; in the first half of 2023 alone, it decreased by 3%.
In early October, the chairman of the Commission of the Public Chamber of the Russian Federation on Demography, Family and Children, Pavel Pozhigailo, called the situation with the birth rate in the country “catastrophic.”
