The terrorist attack in a St. Petersburg cafe, the victim of which was military commander Vladlen Tatarsky, made politicians think about the multiple tightening of measures against representatives of the so-called non-systemic opposition. It is they who have become a nutrient broth for growing “domestic” terrorists within the country, experts are sure. What security problems were highlighted by the terrorist act, the experts discussed in the Public Chamber.

Russian parliamentarians and public figures propose to toughen the responsibility for any terrorist crimes as much as possible.

– Punishment should be extremely cruel and as public as possible. “Veram Zasulich on minimal wages”, whom Western manipulators stuff with tales that they will repeat the path of the People’s Will in the 21st century, should be discouraged, said Alexander Malkevich, First Deputy Chairman of the OPRF Commission for the Development of the Information Society, Media and Mass Communications.

According to Malkevich, in Russia today it is necessary to create a structure similar to SMERSH in order to sift through “waiters”, agents and saboteurs in the regions. In addition, supporters of the FBK may fall under special control (it is recognized as extremist and banned in Russia). This organization and others from the “non-systemic protest” clan, according to politicians and experts, have become a breeding ground for the cultivation of malleable, not very smart, with a fragile psyche, but ready for any madness “for the sake of all that is good and against all that is bad” young people.

“These people need to be watched, but the main enemy is outside. It is in the West that the special services finance these structures, seeking to blow up Russia from the inside, – says political scientist Pavel Danilin.

Vladimir Dzhabarov, First Deputy Chairman of the Federation Council Committee on International Affairs, called on the people of Russia to turn on the maximum vigilance regime and not be afraid to report suspicious people, events and objects to law enforcement agencies. Even the currently fashionable home delivery system can play a cruel joke with the Russians, the senator notes. When a courier arrives, many pick up the package without looking and have no idea what might be inside.

In addition, Dzhabarov proposed to radically change the criminal law:

– I spoke with one life-sentenced prisoner. He said: “It would be better if they shot me.” There is a very difficult regime. They live there very little. It is psychologically impossible to live there. But now, in 20 years, it is possible to release them or switch to a light scheme. This cannot be allowed. If a person is sentenced to life imprisonment, he should be in prison for the rest of his life.

Mikhail Sheremet, a member of the Committee on Security and Anti-Corruption of the Lower House of Parliament, confirmed that a working group will be created in the State Duma to toughen penalties for terrorist crimes.

Moreover, the terrorist attack in the St. Petersburg cafe again raised the issue of the return of the death penalty in Russia. And if earlier parliamentarians answered it harshly: there will be no return, since for this it will be necessary to adopt a new Constitution, now the rhetoric is changing.

“If the state and the people decide to restore the death penalty, I think this decision will be supported by the majority of the country’s population,” predicts Vladimir Dzhabarov.

But no one canceled the prevention. The first deputy chairman of the State Duma Committee on Education, Yana Lantratova, proposed developing and introducing courses on recognizing fakes on the Internet into the school curriculum. In Ukraine, according to her information, such courses already exist. They were invented by the specialists of the British Mi-6:

– The British launched a three-month course “Recognize and stop” in Ukrainian schools to isolate “enemy narratives”. 45 thousand schoolchildren have completed this training. 95% of them could identify the “Kremlin narrative” the first time, Lantratova said. According to the deputy, a similar course should be in Russia. As part of the information security program, schoolchildren should be taught to recognize false messages and manipulative techniques that are broadcast from the enemy.

In addition, according to the deputy, destructive communities in social networks played a special role in the recruitment of current candidates for homegrown terrorists. Last year alone, Roskomnadzor closed 500,000 groups with dangerous content, but they continue to multiply online. Experts called “bullying groups” and “death groups” the most dangerous. It was there, starting from the mid-2010s, that methods of influencing the psyche of Russian teenagers were actively practiced – from identifying a suitable victim and selecting a psychological trigger key for her to distributing tasks and bringing them to the “red line”. Only before, a member of such a community had to take his own life, and now – to commit a terrorist attack at the direction of the curator.
