On September 1, simplified rules for the technical inspection of cars begin to operate. Now they do not check the first aid kit, fire extinguisher, oil leaks from the engine, do not control the operation of the windshield washer, the condition of the brake pipes and the noise level of the muffler. The coming into force government decree was prepared by the Ministry of Transport to simplify the maintenance procedure and reduce the burden on business. The next stage of the technical inspection reform will be the transfer of control over maintenance operators to the Federal Accreditation Service and the approval of new technical inspection tariffs in the regions.

In the coming into force new version of the maintenance rules (approved by government decree), the list of mandatory checks for cars, trucks and buses has been reduced from 82 to 55 points. Technical experts at MOTs no longer check for damage and corrosion of brake pipes, the noise level of the engine exhaust system, the ability of the windshield washer to supply fluid to the windshield, the operation of the standard anti-theft device, the condition of headlight lenses and lamps. Experts now do not pay attention to smudges of antifreeze or oil from the engine, gearbox, final drives, rear axle, power steering, as well as electrolyte from the battery.

Among the new requirements is checking for “air leaks” or exhaust gas leaks that bypass the “exhaust system” (exhaust manifold, muffler, converter, etc.).

The duration of the checks remained the same: 10 minutes for motorcycles, 30 minutes for cars, 59-72 minutes for buses, 32-68 minutes for trucks.

Simplify the maintenance procedure of the Ministry of Transport proposed in 2021. Some of the items on the list of mandatory checks were considered redundant by the department, which did not affect traffic safety. At the same time, due to the rejection of part of the diagnostic equipment, the financial burden on inspection operators may be reduced, the Ministry of Transport explained.

In these accidents, 405 people died and 3.57 thousand people were injured.

“We do not expect any negative consequences from the entry into force of the decree,” Maxim Burdyugov, head of the Union of Technical Inspection Operators, told Kommersant. “Some duplicate checks have been eliminated in the document, some procedures have been optimized.” Refusal to check the corrosion of the brake pipes, he explained, does not mean that a car with a brake system leak will pass MOT – after all, this malfunction affects the efficiency of the brake system, which means it will be detected at the stand. “As for engine noise, it can only be checked in a certain environment, roughly speaking, in a deaf room, which cannot be organized in PTO conditions,” continues Mr. Burdyugov. “The exclusion of this item looks logical and has long been expected.”

A first-aid kit and a fire extinguisher are still required in accordance with the traffic rules, the expert emphasized: the traffic police inspector on the road has the right to check compliance with this requirement.

“It causes concern when items that directly affect safety are excluded from the list,” says Ivan Kekin, head of the technical inspection point in the Krasnoyarsk Territory (operator of Mars LLC). “For example, the presence of corrosion in the brake system threatens to lose tightness or destruction.”

At the beginning of 2022, recall, the government approved a road map for further reform of the technical inspection. It is planned, in particular, to transfer control over maintenance operators from the Russian Union of Motor Insurers to the Federal Accreditation Service – the corresponding bill was developed by Senator Andrei Kutepov, as previously told by Kommersant. “Currently, the issue of transferring powers is being considered in the government apparatus, taking into account the proposals received from the executive authorities,” Kommersant was told on Wednesday in the press service of the Federal Accreditation Service. The Federal Antimonopoly Service, in turn, prepared an order with a new methodology for calculating maintenance tariffs for the regions (TO operators had previously complained about excessively low prices) – the document, according to Kommersant, is being registered with the Ministry of Justice and may come into force in the near future. time. In parallel with this, the Ministry of Internal Affairs is going to modernize for 35 million rubles. A unified information system for technical inspection (EAISTO), where data from all technical inspections, photos of cars are loaded and electronic diagnostic cards are generated.
