Lugovoi proposed banning foreign agents from re-registering property by power of attorney

State Duma deputy from the LDPR Andrei Lugovoi proposed depriving foreign agents of the opportunity to transfer property located in Russia to third parties under a notarized power of attorney. The corresponding bill is planned to be introduced in April after parliamentary hearings on the implementation of the law on foreign agents, they reported RTVI in the press service of the deputy.
“We would like to include a provision in foreign agency legislation so that in order to re-register any property, the foreign agent would have to personally come to Russia. No more notarized powers of attorney,” Andrei Lugovoi said on January 24 at a State Duma meeting.
The law on foreign agents appeared in Russian legislation in 2012. The criterion for inclusion in the register was the implementation of political activities while receiving foreign funding. In the summer of 2022, a law was passed according to which persons who do not receive foreign funding but are “supported from abroad” or under “foreign influence” can be included in the register.
