A paid alternative to Kutuzovsky Prospekt was opened in the capital, and with it new exits. Including from the Third Transport Ring to Moscow City. If previously motorists drove onto Testovskaya Street from the inside of the Third Transport Ring, now at the same exit they need to turn left and drive along Erisman Street. The authorities also changed traffic patterns on other sections of roads in the Moscow City area, on Krasnopresnenskaya and Smolenskaya embankments.

With the launch of Bagration Avenue, the exit from the inside of the Third Transport Ring to Testovskaya Street, 1st Krasnogvardeisky and Shmitovsky passages was closed. Now the exit leads only to the City, with a U-turn under the overpass, across Erisman Street.
From Testovskaya Street you can no longer turn onto Presnenskaya Embankment towards the center, only in the opposite direction.
Also, left turns from Krasnopresnenskaya embankment to Vystavochny Lane – this is one of the entrances to the City – and from Vystavochny Lane to the embankment are canceled.
Two-way traffic opens on the road between Expocentre and Krasnaya Presnya Park.
The rules for entry into Moscow City have also changed. It is now paid from the first minute: from 7:00 to midnight – 600 rubles. at one o’clock; at night – 400 rubles. Nothing changes for taxi drivers; they can stay on the territory of Moscow City for 20 minutes without paying.
On the first working day with the new traffic pattern, motorists encountered difficulties, especially at the new intersection on Testovskaya Street, where there is now an exit from the Third Transport Ring to Moscow City. The traffic on it had to be regulated manually, said Kommersant FM correspondent Ivan Koryakin:
“The intersection is quite noisy, and not only because of car horns. Traffic police officers actively – both with gestures and words – suggest which way to pass. There are also employees of the “Moscow Parking” in vests, who are also trying to shout over the noise and explain where you still need to go in order to get into the “City” or drive through it. Cars get confused in front of the barriers because there are two entrances to the City and to the right there is a detour to First Krasnogvardeisky Passage through an underground parking lot. It’s not always possible to get into the right lane the first time, so cars are delayed at the intersection, preventing others from passing, and sometimes this leads to incidents, judging by the broken glass right in the middle of the intersection.”
Bagration Avenue itself will allow you to get from the Moscow Ring Road to Moscow City in 15 minutes, according to the mayor’s office. This is a six-lane highway without traffic lights and payment terminals. Money is debited automatically: 600 rub. or 416 with transponder.
Motorists will have to get used to Bagration Avenue: the exits and entrances turned out to be not the most convenient, said Maxim Kadakov, editor-in-chief of the Za Rulem magazine, whose passage along the new highway was not without violations:
“The surface is smooth, there are noise barriers everywhere. But not all congresses are completed. Some still had workers. The entrance from Kubinka Street was completely blocked. If we evaluate the route as a whole, it is great, with the exception of one place – the bridge over the Moscow River, because everywhere there are three lanes in each direction, and the bridge is narrow. Will this capacity be enough during rush hour, especially since there is a further exit to the City? In general, let’s see how it will work.
The fare for passenger cars is 600 rubles. I don’t have a transponder. Literally 15-20 minutes later I checked through the website: there is a debt of 600 rubles on my car. Moreover, I drove not 10 km, but about two-thirds. It turns out that the payment for partial travel is the same. To be honest, I didn’t quite understand the exits and entrances to the highway. They seemed not entirely logical or understandable to me.
I was leaving the Third Transport Ring in the City area with a violation. Yesterday it was impossible to move there without disturbing it. I had to cross a solid marking line and drive through a shaded island, because I still didn’t understand which was actually correct, although I looked carefully. My goal was to get to Bagration Avenue, there are signs, but I had to break the markings.”
Kutuzovsky already has one backup – the free Dorokhov Avenue, it was opened three years ago to relieve congestion on the main highway.
With the opening of Bagration Avenue on Kutuzovsky it will become another 17% freer, the mayor’s office expects. But with such prices for travel on the new highway, this is unlikely, says Anton Shaparin, vice-president of the National Automobile Union:
“With such tariffs, there is absolutely no point in hoping that this will be in demand. Of course, a transport artery in this area is needed, but it must be free, because otherwise we will see just another empty, unclaimed road that no one needs.
Transport infrastructure is being built in order to remove the load from the already overloaded one. Actually, there is Dorokhov Avenue, which is certainly quite busy. And a new road, of course, could relieve a certain amount of traffic. But this will not happen, because with the tariffs that have been set, this is a prohibitive level.”
The mayor’s office also promised to relieve the problematic exits from the embankment to New Arbat. For this purpose, an additional turn lane has appeared in the area of the Government House and a new turn – from Smolenskaya Embankment to Protochny Lane, which leads to the Garden Ring.
