Krasheninnikov allowed amendments to the law on martial law because of the elections

Chairman of the State Duma Committee on State Construction Pavel Krasheninnikov said Vedomostithat amendments to the law on martial law are being discussed. According to him, amendments are needed so that elections can be held in regions where martial law has been introduced.
“Now the law on martial law does not allow holding elections if there is martial law in the region. At the same time, the laws on the admission of new subjects to Russia state that elections should be held there in the fall of 2023,” said Mr. Krasheninnikov.
He added that all the mentioned laws are “federal constitutional”. According to the deputy, “amendments to the law on martial law could not be made”, but it would be correct to adopt “corresponding changes”. Pavel Krasheninnikov specified that amendments to the law on martial law could be submitted to the State Duma in the near future.
According to Art. 7 of the law on martial law, in the territory where martial law has been introduced, referendums and elections to state authorities and local governments are not held. On September 30, 2022, Vladimir Putin signed an agreement on the accession to Russia of the Donetsk and Luhansk People’s Republics, as well as the Zaporozhye and Kherson regions of Ukraine. October 19, by decree of the President of the Russian Federation in them introduced martial law.
