The head of the Federation Council Committee on Constitutional Legislation and State Building, Andrei Klishas, spoke about lifting the moratorium on the death penalty. He urged not to speculate on this topic.

The senator urged, instead of speculation, to familiarize yourself with the speech of the Chairman of the Constitutional Court Valery Zorkin on the issue of the death penalty.

“Due to the requirements of the current Constitution, the only acceptable way for this is the adoption of a new Constitution,” he quoted Zorkin.

This cannot be done in any other way – a parliamentary law, a referendum or an amendment to the Constitution, he added.

Earlier, the head of the United Russia faction, Vladimir Vasilyev, said that the topic of the death penalty for terrorism is planned to be “deeply and meaningfully studied.”
