Andrey Klishas, head of the Committee on State Building and Constitutional Legislation of the Federation Council, proposed introducing restrictions on Russians who left during the period of partial mobilization. “Many of them have fled, but continue to work in Russian companies remotely. Can we change the law in this regard and limit the schemes that allow people to work there and get money from here, and we cannot understand if they pay all taxes? We can,” said Mr. Klishas Vedomosti. He did not specify what measures could be introduced.
The senator does not believe that the Russians who left have committed a crime, and noted that it is impossible under the Constitution to prevent their return. At the same time, in his opinion, there is no need to offer them “some additional goodies” for their return. “Why do we have to pay extra for those people who fled from mobilization so that they return?” he added. Mr. Klishas believes that the act of the Russians who left during the period of partial mobilization is more likely to be condemned.
In addition, the senator proposed limiting the possibility of working from abroad for employees of “sensitive areas” of the economy. For example, for the sphere of transport security or for the public sector.
