Kicksharing is coming to terms with the rules – Kommersant FM

The capital’s authorities will begin to monitor users of kick-sharing services, Moscow Vice-Mayor Maxim Liksutov said in an interview with RIA Novosti. The electric scooter rental season starts in a couple of weeks. For its opening, operators were required to prepare new regulatory measures: now they will monitor violators and, if necessary, block them from the application. How exactly will supervision be carried out? And will the situation on the roads become safer? Details from Vladimir Rasulov.

Operators of kick-sharing services will begin to identify clients in applications, test them for knowledge of traffic rules and rank them depending on the presence of violations. The capital authorities announced such plans. Implementing the new rules will not be difficult, since similar technologies are already in use, noted Denis Balakirev, press secretary of the Whoosh service:

“We have been running a driving school for the last few seasons. When you register for the service, you are required to be told about the basic rules for traveling on electric scooters. After you have studied them, you need to pass the test, upon completion you will receive a promotional code.

Naturally, it is possible to make passing this test a mandatory condition in order to travel. In terms of user identification and rating, this is also important work and a way to reward those who ride electric scooters according to the rules.”

In 2023, electric scooters were officially recognized as transport, and the Ministry of Transport developed a plan for their implementation in city infrastructure. According to lawyers, the government saw prospects in the segment of such individual transport for the formation of a new sector of the economy. Starting from 2024, the authorities will tighten penalties for violations, for example, there will be more reasons for blocking, explained Alena Sukharevskaya, press secretary of the Yurent service:

“We collect all reports of incidents. We add the users who allowed them to the trip card. Internally, we have a system in which each client has a note, say, that he parked the scooter incorrectly. For this we impose some punishment, in particular a warning. Then we send the user to take a traffic knowledge test, or he may receive a fine or even a long-term ban, depending on the frequency of violations or their severity.

In particular, we will block users for transferring their account to another person, especially minors.”

The Ministry of Transport document on regulation of scooters and unicycles initially contained 27 points. So far, it has been possible to introduce special cameras to control traffic and increase fines for illegal parking, although only within the borders of Moscow. In October 2023, the department also promised to make special road markings and increase the number of dedicated lanes in cities. It is these measures that are worth paying attention to, says Polina Volkova, editor-in-chief of the Truesharing project:

“From a logical point of view, the measures are good. Such tests will make it possible to familiarize people with the rules of movement. As for identifying users in applications, this is also a very good way to reduce accident rates.

It is important to understand that the human factor, of course, plays a role, but infrastructure is more important. This is something that legislators should pay special attention to, because it is precisely due to the lack of infrastructure that scooters ply among pedestrians or drive onto the roadway. At the same time, personal electric scooters are not controlled at all. No one knows how many there are or who they belong to.”

In turn, kick-sharing services promise to update their fleet of scooters and bicycles for the new season, increase the capacity of their batteries, add turn signals and anti-puncture wheels. However, judging by traffic police statistics, at least half of the accidents occur with the participation of personal means of individual mobility. It is unlikely that such transport will be modernized, but the government plans to enter information about its condition into the unified state register.
