Khinshtein proposed to punish for equating same-sex relationships with traditional ones in literature and films

Chairman of the State Duma Committee on Information Policy Alexander Khinshtein (United Russia) commented on his bill on administrative responsibility for propaganda of LGBT people and pedophilia. Films and literature, the content of which can form an equal attitude to non-traditional and traditional relationships, will fall under the penalties provided for by the bill, Mr. Khinshtein said. The novel by Vladimir Nabokov “Lolita”, said the TASS deputy, does not apply to such works.

“When we see frankly propaganda literature or films that are made with a very specific goal and task to form the equivalence (of) that there are non-traditional relations, but they are as normal as traditional ones, this falls under the sanctions we impose,” he explained. Alexander Khinshtein.

According to the Code of Administrative Offenses, propaganda is the formation of a positive image and the equivalence of these sexual relations, if this is not the case, then there is no responsibility and problems, Mr. Khinshtein said. “A classic example is Nabokov’s novel Lolita, it cannot be recognized as LGBT propaganda and propaganda of pedophilia,” the deputy said.

“For real art and literature, I do not see any threats, but for frankly provocative works like “Summer in a Pioneer Tie,” yes,” said Alexander Khinshtein. According to Mr. Khinshtein, his initiative will be discussed at open public hearings in September, during which the deputy will also touch upon the issue of transgender propaganda – gender reassignment.

Summer in a Pioneer Tie is a novel co-written by Elena Malisova and Katerina Silvanova. The book is dedicated to the relationship of two young men – pioneer Yura and leader Volodya, who met in a pioneer camp in the summer of 1986.

MP proposed Prohibit dissemination to minors of any information “demonstrating non-traditional sexual relations and (or) preferences”. Individuals can receive a fine of up to 200 thousand rubles, and legal entities – up to 4 million rubles.
