Roskomnadzor already has the right to block services that provide access to prohibited sites, and an order is being prepared to limit the search results of VPNs that violate the law. About it stated Chairman of the State Duma Committee on Information Technologies Alexander Khinshtein.

A member of the Federation Council Committee on Constitutional Legislation and State Construction, Artem Sheikin, said today that from March 1, 2024, an order will come into force according to which VPN services that provide access to sites banned in Russia will be blocked by the RKN in all markets. Commenting on this news, Khinshtein clarified that the department is already legally vested with the right to block services, which it does.

“We are probably talking about a completely different legislative innovation: limiting the search results of those VPNs that violate the law. (They do not filter prohibited information.) Such an order, in compliance with the law we have adopted, is actually being prepared by the RKN. But these, as they say in Odessa, are two big differences,” Khinshtein wrote in his Telegram channel.

The deputy contacted the leadership of the RKN, which is not aware of any other new orders.

Previously Khinshtein notedthat it is impossible to ban VPN services and hold anyone accountable for their use, since this will not solve the problem of the possible transfer of user data to third parties.

September 18 Roskomnadzor published a draft order that lists the criteria for blocking sites with information that allows access to resources prohibited in Russia. The reason for blocking may be a description of the advantages of services, methods and methods of access to them, as well as proposals for downloading special programs. The order may come into force on March 1, 2024 and will be in effect until September 1, 2029.
