Kartapolov: there will be no questions for those liable for military service who left Russia for less than 3 months

Andrei Kartapolov, head of the State Duma Defense Committee, said that the law on electronic subpoenas and the register of conscripts approved today in the third reading, aimed at minimizing errors in the draft campaign. He clarified who would be considered a draft evader.

During the meeting of the State Duma, one of the deputies noted that during the draft, those liable for military service should notify about leaving their place of residence only if they are absent for more than three months. According to him, citizens subject to conscription can temporarily leave their place of residence for a shorter period, and upon their return, find an administrative case filed against them for failing to appear at the military registration and enlistment office during the conscription campaign.

“If a citizen during the draft campaign did not receive a summons for any reason – he went fishing, on a visit, abroad, left for two months and 29 days – the military commissariat does not have any questions about him. Will return, find out about the agenda by looking at the ”Gosuslugi”, or from the employer, there are no questions. But he must come to the military registration and enlistment office during the next draft within two weeks,” Andrey Kartapolov replied.

At the same time, he stressed that the summons is considered received only when it appears in the registry’s personal account or on the State Services portal.

Andrey Kartapolov informed on amendments to the unified register of persons liable for military service yesterday, April 10. Today, April 11, the State Duma approved the relevant law in the second and third readings. The amendments also provide for tougher measures against draft dodgers.

In particular, from the date of receipt of the summons (both in electronic and paper form), a ban on leaving Russia is introduced. Failure to appear without a valid reason after 20 days from the date of receipt of the summons entails a number of restrictive measures, including a ban on real estate transactions.
