Kartapolov: restrictions for non-appearance at the draft board will not be introduced immediately, but at the next draft

Andrei Kartapolov, head of the State Duma Defense Committee, said that provisional measures for failure to appear at the military registration and enlistment office upon receipt of a summons, prescribed under the new law on the unified electronic register of military records, are the final stage. According to him, in case of non-appearance of the conscript, the sanctions will not be applied immediately.
The new amendments state that failure to appear without a good reason after 20 days from the date of receipt of the summons entails a number of restrictive measures. However, Andrei Kartapolov explained that if a citizen could not receive a summons for the current call, for example, due to departure, he would see a registered letter upon his return.
“And only on the next draft he is obliged to come to the military commissariat within two weeks – I emphasize, on the next draft, not in this draft campaign, but in the one that will begin in the fall or spring. And these interim measures will also begin to operate from the next call, ”said the parliamentarian RBC.
Electronic summonses are now legally equivalent to paper ones. Notifications will be received in the personal account of the unified register of subpoenas or through the State Services portal. Andrey Kartapolov added that for now the electronic agenda will be used “only in combination with traditional notification methods.” The terms for the simultaneous use of paper and electronic agendas will be set by the government after the signing of the law, he added.
Today, April 11, State Duma approved in the second and third readings, the draft law on the creation of a unified electronic register of military records, which introduces electronic summonses and tougher penalties for draft evasion. According to the amendments, after the issuance of the summons, the ban on leaving Russia comes into force.
In the case of restrictive measures for failure to appear at the military registration and enlistment office after 20 days, it follows from the law that a ban on registering an individual entrepreneur, on taking a loan, and suspension of rights to manage real estate is expected. Andrey Kartapolov advised Russians living abroad take a year off, serve in Russia and “go back abroad, it’s a joy to work there.”
