No new mobilization in Russia “and does not smell”, declared Andrey Kartapolov, head of the Duma Defense Committee, commenting to Gazeta.ru on the amendments on criminal penalties for draft dodgers during the period of mobilization.

“It has absolutely nothing to do with each other. The fact is that we prepared this bill last fall, when partial mobilization was still underway. But for a long time there was an agreement, and only a few days ago the government commission approved it. That’s all. There is no smell of any new mobilization,” he said.

How reported Earlier, Vedomosti, the legislative commission approved a draft on criminal liability for evading conscription for military service on mobilization or in wartime in the absence of legal grounds for exemption from this service. The author of the amendments, Kartapolov, proposed to supplement Art. 328 of the Criminal Code (“Evasion from military and alternative civilian service”), part three.

Kartapolov, as well as the head of the Duma Security Committee, Vasily Piskarev, came up with this idea last fall: it was proposed to introduce a fine of up to 500,000 rubles, forced labor or imprisonment for up to five years.

At the same time, in early November, parliamentarians stated that the initiative was considered at the very beginning of the announcement of partial mobilization, but after its completion, the relevant amendments lost their relevance.

At the end of July, Russian President Vladimir Putin signed a law that increases the fine for failure to appear at the draft board on the agenda without a good reason. Previously, such a fine ranged from 500 to 3000 rubles. According to the new law, it will be from 10,000 to 30,000 rubles. The document also establishes new fines for evading a medical examination – in the amount of 15,000 to 25,000 rubles, for deliberate damage, destruction or careless storage of a military ID or other documents of military registration – from 3,000 to 5,000 rubles, for a change of residence by a draftee without notifying the military registration and enlistment office – in the amount of 10,000 to 20,000 rubles.

The law also introduces penalties for failing to notify or ensure the presence of those who are subject to mobilization, as well as for refusing to cooperate with this process. The punishment for officials will be 60,000-80,000 rubles, for legal entities – 400,000-500,000 rubles.
