According to Vladimir Rogov, one of the reasons for the increase in the water level is the flood and uncontrolled discharge of water from hydroelectric power stations in Dnepropetrovsk and Zaporozhye (under the control of Ukraine). He noted that the settlements of Kamenka-Dneprovskaya and Velikaya Znamenka on the left bank of the Dnieper were under the threat of flooding.
