Authorities in the Shibuya district in central Tokyo have banned local residents from celebrating Halloween at a traditional intersection. Unprecedented measures were taken to ensure that the ban was respected.

Because of the pandemic, the traditional celebration has not been held for four years, and authorities have expressed concern that too many residents might want to take part, leading to a stampede.

In 2022, a stampede occurred in Seoul’s Itaewon district when a stampede occurred, killing at least 146 people. According to some reports, the stampede was caused by the appearance of a local pop celebrity on the streets.
