Izvestia: The State Duma will tighten legislation on the protection of children on the Internet

Administrative and criminal liability for cyberbullying and registration in social networks according to passport data – such innovations are planned to be discussed by State Duma deputies during a meeting on the protection of children on the Internet in early 2023, report “News” with reference to parliamentarians Nina Ostanina and Yana Lantratova. The tightening of legislation in the field of children’s safety online can be implemented both through the preparation of a new bill, and through the “refinement” of the 2010 law.
According to the publication, the State University of Management (GUU), commissioned by the State Duma, conducted a study on children’s perception of information on the Internet. Its results showed that 72% of respondents came across “unpleasant content on websites and social networks”, 47% – with information about the use and distribution of drugs and alcohol, and 14% – “paid attention to offers to earn money.” The meaning of this wording is not disclosed in the Izvestia material.
The SUM experts suggested that the deputies develop a law on social networks that would restrict the access of underage users to online platforms. Ms. Ostanina explained that the State Duma Committee on Family, Women and Children was finalizing the 2010 law “On the Protection of Children from Information Harmful to Their Health and Development”.
In 2021 Roskomnadzor spoke with an initiative according to which new users of social networks and instant messengers will have to indicate their passport number, residential address, phone number and e-mail. As of December 2022, it is still not implemented.
