Izvestia: the State Duma proposed to calculate the fee for garbage collection based on actual expenses incurred

State Duma deputies sent a letter to the Ministry of Construction with the initiative to change the scheme for calculating fees for garbage collection. They propose to calculate payments according to the amount of garbage actually produced, and not according to the standard. This was reported “News” with a link to the letter.

As noted in the document, now, according to the law, citizens can switch to a garbage collection fee scheme after such a decision is made at a meeting of residents and an agreement with a regional waste operator. At the same time, management companies (MCs) and homeowners’ associations (HOA) are faced with the reluctance of regenerative operators to switch to such a scheme. In response, the State Duma proposed to oblige regenerators to calculate fees based on the actual waste produced, if such a request is received from homeowners.

According to Izvestia, the deputies also propose to abolish the double fee for garbage collection for apartments at which IP is registered. In addition, it is proposed to exempt owners of two or more apartments where no one lives from paying for garbage collection. According to parliamentarians, homeowners can use the readings of electricity meters to prove that no one lives in the apartments.

The fee for garbage collection is calculated for each apartment according to the norms of housing area. Regulations are set by local authorities. According to experts interviewed by Izvestia, residents will be able to pay half as much if they pay after the waste is generated.
