Russian airlines asked the Ministry of Transport to legalize the transfer of spare parts from one aircraft to another in order to maintain the health of the fleet under the sanctions. About it informs newspaper Izvestia with reference to the letter of the President of the Association of Air Transport Operators (AEVT) Vladimir Tasun to Deputy Minister of Transport Igor Chalik.

The AEVT noted that today it is impossible to do this due to federal aviation regulations (FAR No. 285), which do not provide for the rearrangement of serviceable aircraft components. “This is contrary to global practice and does not make it possible to flexibly manage the health of the aircraft fleet,” the letter emphasizes.

It is proposed to solve this problem by adjusting the March government decree No. 353 “On the features of licensing activities in the Russian Federation in 2022” and its aviation part.

It follows from the proposed amendment that when a part is removed, an expiration date should be issued for it, and an analysis of the suitability and condition should be carried out. In addition, the spare part must be re-tested after installation on another vessel. The association also believes that it is necessary to legalize the rearrangement of parts between aircraft of different airlines.

At the same time, the Ministry of Transport has already taken up the development of relevant amendments to FAR-285. The information was confirmed by a source close to the department and another interlocutor in the Federal Air Transport Agency. According to them, the new rules can be approved as early as March 2023. The press service of the department confirmed that work on draft regulations (including on maintaining the airworthiness of civil aircraft) is underway.

After the start of Russia’s special operation in Ukraine, the EU countries imposed sanctions against Russia that affected the aviation industry. In addition to the termination and the impossibility of concluding aircraft leasing agreements, it was also forbidden to sell spare parts to Russian air carriers, carry out repairs and provide insurance services.

At the end of July, the European Union decided to lift the ban on some goods and services for the aviation industry to the extent necessary to ensure the work of the International Civil Aviation Organization.
