The data of teenagers who have run away from home or have committed even a minor offense are proposed to be left in the bases of the Ministry of Internal Affairs for 70-90 years. Who, how and why is going to ruin the lives of children? Deputy Nina Ostanina writes about this on her page.

“Worrying news related to the fate of the juvenile bill on sending “temporarily absent” children and adolescents to the temporary detention centers for offenders under the Ministry of Internal Affairs began to come from the regions.”

According to her, the deputies of the State Duma and the Lipetsk Legislative Assembly approved these amendments to the Federal Law-120 “On the basics of the prevention of delinquency among minors.”

The so-called scandalous bill “Boo-Boo” named after two of its co-authors: Maria Butina and Tatyana Butskaya, caused a mixed reaction immediately after being submitted to the lower house of parliament. Experts and public figures were horrified. Since the initiative under discussion directly hits both families, even quite prosperous ones, and children themselves, even not quite prosperous ones.

Parents in his interpretation become guilty by the fact of their existence. Guardianship and the police come to their home, look into cabinets and refrigerators – are all the conditions created for the child. “If the parents are ready to improve, then the child is given to them,” promises Maria Butina.

And if not? What if the parents are not to blame at all? Or have we canceled the presumption of innocence, and “sincere repentance” will mitigate the guilt and alleviate the fate, even if the adult did nothing?

The juveniles themselves, who arbitrarily left home or were caught committing administrative offenses, are at this time in temporary detention centers for juvenile delinquents at the Department of Internal Affairs. Moreover, they want to keep together, apparently, both inveterate hooligans and children who find themselves in a difficult life situation, in conditions close to educational colonies for juvenile delinquents. Note that all these children did not commit crimes. Otherwise, the conversation would be different.

Someone will spend quite a lot of time in such a “conclusion” (the TsVSNP is even thinking of organizing schools and various training courses, labor workshops that “allow you not to interrupt the educational process and additional classes aimed at further socialization of adolescents,” the bill says) , someone only 48 hours, after which there will be a debriefing at the Commission on Juvenile Affairs, and the child can return home.

But all categories of those who have fallen into these walls have one thing in common: information about their stay there will remain in the database of the Ministry of Internal Affairs for 70-90 years. That is, for the rest of your life.

“If your son wants to enter the Academy of the Ministry of Internal Affairs – alas, a stain in his biography … Yes, problems may arise with the civil service,” warns Nina Ostanina. And not only with the civil service.

The deputies themselves are sure that their project is not about “breaking the life of a person, only a beginner”, but, on the contrary, our answer to the West. Although the West is neither a dream nor a spirit.

The public wrote negative reviews, knocked on all doors to slow down the initiative.

But in vain. The bill is being pushed through with all their might, enlisting, as we can see, the support of the regions.

How does it happen that in modern Russian society even hardened criminals are offered to start life from scratch, while children who have stumbled – and not even stumbled, but simply run away after a quarrel with their parents from home – want to put a stigma until death?

“In today’s Russia, a happy child is an unborn child,” one mother of many children writes her review of the amendments. Cruel, but objective.

“Therefore, take an interest, dear parents, what conclusion on this bill the regional deputies elected by you will send to the State Duma. This is the very case when the future of your children, in the literal sense, depends only on you,” MP Ostanina believes.
